NATIONAL CHAMPIONSHIPS

RULES AND BYELAWS

 

 

 

  1. 1. CONDITIONS OF ENTRY

1.1              All clubs in Membership of Bowls Scotland and not in arrears with the Annual Capitation Fees are eligible to participate in all or any of the Competitions.  Payment of the appropriate entry fee for each Competition shall be held to constitute the official entry.  Failure to pay by the published date may result in no entry to Championships.

1.2              No player shall be permitted to play BIBC/BIWBC qualifying events in any other BIBC/BIWBC National Authority in the same year.

 

  1. 2. ADMINISTRATION

2.1              The management and control of the Competitions shall be vested in Bowls Scotland, who shall determine all questions or disputes that may arise which do not come within the scope of the duties of an Umpire referred to under UMPIRE DUTIES.

2.2              For each District, Bowls Scotland shall appoint a local District Secretary who shall, under the authority of Bowls Scotland, be responsible for arranging District ties so as to ensure their completion by the published date.  Each District Secretary shall submit to Bowls Scotland a full report to include competitor(s) full names and the results of the ties.

2.3              In the FIRST STAGE, District Secretaries are required to rearrange ties involving players who are unable to play due to Bowls Scotland duties.

 

 

  1. 3. ORGANISATION

3.1              The Competitions will be played in two Stages:

  1. FIRST STAGE - District ties where Member Clubs will be formed into Districts and play to the last 32.
    1. SECOND STAGE - National Championships will be competed for by the 32 District winners.

3.2              FIRST STAGE:  Clubs competing in the National Championships are obliged to provide green space for ties when requested by the District Secretary.  Host Clubs must appoint an Umpire and a Marker when required, failing which the competing Clubs may mutually agree on a competent person to act as Umpire.

3.3              The Secretary of the Club on whose Green a tie has been played must ensure that the fully completed score card is despatched immediately to the District Secretary.

3.4              On the day on which a District tie is to be played, no participating player shall play on the same rink as that on which the tie is to be played, the penalty is disqualification.

3.5              The failure of a player to appear after a period of 30 minutes from the start time of a tie will result in the player and club being disqualified from that particular competition.

3.6              The method of selection of players shall be left to the discretion of each Member Club.  All players selected must be Members of the Club they are chosen to represent.  The competitor(s) playing in the first tie shall be the official selection of the Member Club.

3.7              No player shall represent more than one club. Any breach of this rule will result in the player and Clubs being disqualified from the competition entered by the player.

3.8              No player may enter more than one District Competition other than those specified in the Competitions section.  Any breach of this rule will result in the player and Club being disqualified from the competitions entered by the player

3.9              All Competitions shall be played under World Bowls Laws of the Sport of Bowls as published by World Bowls (Crystal Mark Second Edition) and including Bowls Scotland domestic regulations.

3.10          SECOND STAGE:  Bowls Scotland will manage this stage in the competition and will make a draw of the 32 District winners which will be played at such time and place as fixed by Bowls Scotland.

 

  1. 4. COMPETITIONS

National Competitions will be held in the following disciplines.

4.1              Singles

  1. There will be separate competitions for male and female members.
  2. In the female competition each club may enter 2 players.
  3. In the male competition each club may enter 1 player.
  4. Each player will play four bowls.
  5. The winner being the first to score 21 shots.
  6. In the female competition only, players may also enter the Triples competition as an original player or substitute.

 

4.2       Junior Singles

  1. There will be separate competitions for male and female members.
  2. In the male competition clubs may enter up to 2 players.
  3. In the female competition clubs may enter any number of players.
  4. All Players must be under 25 years of age by the 1st April of the year of the Championships.
  5. Each player will play four bowls.
  6. The winner being the first to score 21 shots.

 

4.3       Pairs

  1. There will be separate competitions for male and female members.
  2. Each club may enter 1 pair in the male and female competitions.
  3. Each player will play four bowls.
  4. Each tie will be decided over 17 ends, with an extra end(s) if required to determine a winner.

 

 

 

 

 

 

 

 

 

4.4       Triples

  1. There will be separate competitions for male and female members.
  2. In the female competition each club may enter 2 triples.
  3. In the male event each club may enter 1 triple.
  4. Each player will play three bowls.
  5. Each tie will be decided over 15 ends, with an extra end(s) if required to determine a winner.
  6. Three players must play at all times.
  7. In the female competition only, any player playing in the singles competition will be eligible to play in the triples competition as an original player or a substitute.

 

4.5       Fours

  1. There will be separate competitions for male and female members.
  2. Each club may enter 1 Four in the male and female competitions.
  3. Each player will play two bowls.
  4. Each tie will be decided over 17 ends, with an extra end(s) if required to determine a winner.
  5. Four players must play at all times.

 

4.6       Senior Fours

  1. There will be separate competitions for male and female members.
  2. In the male competition clubs may enter an unrestricted number of fours.
  3. In the female competition a club may enter 1 four.
  4. Each player will play two bowls.
  5. Each tie will be decided over 15 ends, with an extra end(s) if required to determine a winner.
  6. All players must be 55 years of age or over on the 1st April of the year of the Championships.
  7. Four players must play at all times.

 

4.7       Mixed Pairs

  1. Each club may enter 1 male and 1 female as a pair in this competition.
  2. Both players must be members of the entering club.
  3. Each player will play four bowls.
  4. Each tie will be decided over 17 ends, with an extra end(s) if required to determine a winner.
  5. All players may also compete in any one of the following competitions: Singles, Junior Singles, Pairs, Triples, 2 Bowl Triples, Fours or Senior Fours.
  6. All District winners will play in the National Finals at a time and place fixed by Bowls Scotland.

 

 

 

 

 

 

4.8       Ladies Two Bowl Triples (Sets play)

  1. This will be a competition for female bowlers only.
  2. Each Club may be represented by 1 triple.
  3. Each match will consist of 2 sets, each set decided over 9 ends.
  4. The winner of the first set shall place the mat and deliver the jack and first bowl.
  5. If the first set is tied the winner of the last scoring end shall place the mat and deliver the jack and first bowl.
  6. If the shot scores are tied after the last end of a set, the set is drawn.
  7. If the match is tied (two drawn sets or one set each) after the two sets have been completed, a best of three ends match tie breaker will be played to determine the winner.
    1. The match tiebreaker is decided by the winner with the most shots at the end of the third end.
      1. If at the completion of a deciding third end of a match tiebreaker the scores are equal an extra end(s) will be played to determine a winner.
      2. All players may also compete in any one of the following competitions: Singles, Junior Singles, Pairs, Triples, Mixed Pairs, Fours or Senior Fours.
      3. The National Final will be played at a time and place fixed by Bowls Scotland.

 

 

5.         SUBSTITUTION

5.1              FIRST STAGE: the players participating in the first tie shall be regarded as the official selection of the Member Club.

5.2              Between each round players may alter playing positions.

5.3              During play, if it is agreed that a substitute is required, the substitute should play in any position other than skip, and the other members of the team can rearrange their positions as necessary.

5.4              The full rules for substitution during play are contained in the World Bowls Laws of the Sport of Bowls Crystal Mark Second Edition Section 50 and 51.

5.5              In the First Stage, substitution will be allowed as follows and can be made at any time between rounds and may play in any position:

  1. FOURS ............................................ Four Substitutions
  2. SENIORS FOURS........................... Four Substitutions
  3. TRIPLES ......................................... Three Substitutions
  4. PAIRS .............................................. Two Substitutions
  5. SINGLES/JUNIOR SINGLES ....... One Substitution

 

5.6            No player, having already taken part in any stage of the competitions can be used as a replacement player or substitute at any time with the exception of a female player in the singles who may play as an original player or substitute in the triples.

5.7            Only in the First stage and for 1 round only, can a replacement player be used to replace a player necessitated by immediate family bereavement or jury duty.

5.8            The player who was replaced may return and play in the subsequent rounds.

5.9            The replacement player will be eligible to play in other competitions as a substitute.

5.10        FIRST AND SECOND STAGE: In the event of the death of a player in the First or Second stages a replacement may be made and this does not count as a substitute.

5.11        SECOND STAGE: the players having won the District competition will be registered as the official selection of the Member Club.

5.12        Only one substitute will be allowed in each competition and this substitute must continue throughout the remainder of the competition.

5.13        In the Pairs, Triples, Fours and Senior fours, the substitute may be introduced in any one of the five rounds.

5.14        In the Singles and Junior Singles no substitute shall be introduced after the first round.

 

6.         DRESS CODE

6.1       FIRST STAGE:

Female - Grey or black skirt with 2 inverted pleats front and back, grey or black straight legged trousers, grey or black culottes or mid calf cropped trousers and predominately white top with a collar.

Registered coloured clothing may be worn, if worn in pairs, triples or rinks all players must conform.

 

Male – Grey or black trousers and predominately white top with a collar.

Registered coloured clothing may be worn, if worn in pairs, triples or rinks all players must conform.

 

Male and female – flat soled and heel-less footwear, must be worn.

 

6.2       Players failing to comply with the dress code may be reported to the District Secretary who will consider what action is to be taken, this may include the player(s) disqualification.

6.3              SECOND STAGE:

6.4              Coloured clothing may be registered by submitting an image and description to Bowls Scotland. The registration must be confirmed prior to the clothing being worn.

 

6.5              Umpire dress code for the Second Stage.

Umpires will wear the Scottish Bowls Umpire top and jacket, if required.

All other clothing must be predominately white including footwear and waterproofs.

7.         GENERAL

7.1       STAMPING OF BOWLS

For the National Championships, composition bowls will only require to be re-tested and re-stamped if the date stamp is not clearly legible. Wooden bowls must bear a legible stamp of the current year or beyond.

7.2       UMPIRE DUTIES - In the First stage.

Examine bowls and footwear and be fully conversant with and enforce the Rules.  Players in doubt of any ruling should at once consult the Umpire.  At the completion of all competitions and after the scores have been agreed the Umpire shall ensure that the score cards have been properly completed showing the Club, full names of competitors, and the time the game finished and signed by the competitor(s). The score cards to be passed to the Secretary of the Club on whose Green a tie has been played who must ensure that the fully completed score card is despatched immediately to the District Secretary.

The Umpire, in addition to exercising his functions as set out in Law 56 of the World Bowls Laws of the Sport of Bowls shall determine whether the Green is in a fit condition for playing the tie and decide appeals on the ground of darkness, condition of the weather or any other valid reason.  If the Umpire decides that the game must be postponed, the Umpire shall there and then in the presence of the competitors fix another time for the tie (either at a later hour on that day or some other day before the due date of the next round) and the parties shall be held to have thereby received due notice of the fixture.

7.3       ALCOHOL

Players competing in the National Championships, at any stage, are not permitted to consume alcohol within the parameters of the green while playing.

 

7.4       ABUSE

Any player who subjects their opponent or any official to physical or verbal abuse will be warned by the umpire. Failure to adhere to the warning will be reported to the controlling body for consideration of what action to take, including the players disqualification.

 

7.5       DRUG TESTING

  1. A number of checks may be taken at the National Championships.
  2. It is the individual player’s responsibility to ensure that any drug taken is not a banned substance as defined by the Scottish Sports Council.

 

7.6       PRESS AND TV INTERVIEWS

Bowls Scotland expects any member invited to take part in a press/TV interview to conduct themselves in a befitting manner as an ambassador of the sport and country.
